Programme Components
RAF is a grant fund aiming to support organizations undertaking Research and Advocacy activities in Pakistan to complement the Government's efforts in improving policies and practices to achieve the MDGs related to maternal and newborn health. The programme has three components Grants, Monitoring and Evaluation and Communications. Each component has multiple responsibilities towards ensuring optimum implementation of the programme to make sure that the programme goals and objectives are achieved.

The RAF grants component ensures that the funding process is smooth and transparent and all applications are thoroughly and independently appraised as part of the approval process. The quality of research and advocacy proposals and outputs is ensured through the involvement of a pool of national and international technical consultants. Research proposals involving human subjects are referred to an independent body for ethical review prior to final approval.

RAF under this component monitors and evaluates effectiveness at purpose and outputs levels i.e.
- The fulfilment of the programme purpose, i.e. contribution to improved MNH practices and supporting policies in Pakistan.
- The achievement of its outputs i.e. the support for quality research and effective advocacy.
RAF recognizes that the value of the monitoring and evaluation component lies not only in accountability but also in learning and therefore uses the information and knowledge derived from monitoring and evaluation to ensure that lessons are learned and shared.
Committed to achieving positive change in national and provincial health indicators and service-related practices in MNH, RAF reports annually to donors, partners and other stakeholders on the outcomes of the programme and the projects it has supported, and to update its plans, strategies.

Effective communications are central to the success of the RAF programme. The communication component focuses principally on publicising the programme and the learning and achievements of the activities it has supported.
In addition the component is also responsible to quality assure the communications component of research and advocacy proposals and provide advice and guidance on the quality of communications outputs of the grant projects through project monitoring. Successful Research and Advocacy projects need high-quality, targeted communications to ensure that the findings and messages are have an influence on policy and decision-makers
RAF requires that the research or advocacy proposals include a communications strategy and advises successful grant applicants on their communications plans if required, to ensure that evidence and messages are communicated effectively to target audiences.
